Disability is a complex issue at all levels of society. Disabilities include people with physical and psychological deficiencies in So the mention disabilities can be more familiar by calling them disabled. With diffable predicate, easily divide their social strata 'normal people' rather than 'disabled/disabled people'. The purpose this research to find ideas theoretical foundations that used define "inclusive cities." Because definitions alone are not enough, article will also examine indicators inclusive cities. This study uses qualitative research. Based on studies conducted, authors argue there four an city: (i) participation persons disabilities; (ii) efforts fulfill rights (iii) guaranteed accessibility; (iv) attitude city residents.
